Used to say something is 'still better' or 'at least it's not as bad as it could be'. Often in the form ～だけまだまし.

Attached to a noun or verb phrase to mean 'at least that much' or 'just that alone' as a consolation.

少なくとも is the most general and can be used in almost any context. せめて often carries an emotional wish or request, implying 'if nothing else'. 最低でも is more concrete and numerical, emphasizing a strict lower limit.

When 'at least' is used to change the subject or summarize, like 'At least, that's what I heard', 少なくとも is not natural. Use とにかく or いずれにせよ instead.
