ショックを受ける implies a deeper, often negative emotional impact (shock, trauma). びっくりする is more about surprise or being startled, and can be positive or neutral. Use ショックを受ける for serious matters, びっくりする for everyday surprises.
失業してショックを受けた。

プレゼントをもらってびっくりした。
I was surprised (pleasantly shocked) to get a present.
Do not directly translate 'be shocked' as 衝撃である or ショックである. While understandable, the natural expressions are ショックを受ける or 衝撃を受ける. Also, avoid using ショック as a na-adjective (ショックな) – it is a noun.
Means 'to be surprised' or 'astonished'. Can be used for shock, but is less intense than ショックを受ける. Often used for unexpected events.
