討論 (touron) is a formal, structured discussion or debate. 議論 (giron) is a broader term for discussion or argument, which can be formal or informal. ディベート (debēto) specifically refers to competitive debate with set rules and sides.
English 'I'm debating whether to go' is not naturally translated with 討論 or 議論. Use 迷う (mayou) or 考えあぐねる (kangaeguneru) instead.
