The speaker wants to know someone's individual view or feeling.
Casual way to ask 'Do you think...?'. Use with plain form. Rising intonation.

Do you think this is weird?
Polite way to ask 'What do you think?'. Very common and safe in most situations.
この案についてどう思いますか？
What do you think about this proposal?
Directly asks 'Your opinion?'. Can be blunt; use with caution. Often softened with 〜は何ですか or in context.

Japanese often softens opinions with phrases like 〜と思うんですが or 〜かなと思う to avoid sounding assertive. Adding けど or が at the end leaves room for the listener's view.
