In Japanese, the concept of 'refugees' is most commonly expressed with 難民 (なんみん). However, the term can carry different nuances depending on context, and there are related terms for evacuees, displaced persons, and asylum seekers.

General term for 'evacuees'. Used for people who have evacuated due to disasters like earthquakes, floods, or nuclear accidents.

難民 (なんみん) is the standard term for refugees who have crossed international borders. 避難民 (ひなんみん) can refer to displaced people in general, including those within their own country. 避難者 (ひなんしゃ) is more specific to evacuees from a particular disaster or emergency. In English, 'refugees' often implies international displacement, so 難民 is usually the best match unless the context is clearly domestic or disaster-related.
亡命者 (ぼうめいしゃ) implies political asylum or defection, and is not a general term for refugees fleeing war or disaster. Using it in a non-political context can sound unnatural or overly dramatic.
