浮上 is used for physical surfacing (submarines, divers) and metaphorical emergence (candidates, topics). 表面化 is specifically for hidden issues or problems becoming apparent. Use 表面化 for scandals, conflicts, or latent problems coming to light.
The English 'surfacing' is often translated directly as サーフェシング, but this is rarely natural in Japanese. Use the context-appropriate terms above instead.
