In everyday conversation, 信号 (shingou) is sufficient for both the physical traffic signal and the light it displays. Context usually clarifies the meaning. If you need to be specific, use 信号機 (shingouki) for the device and 信号の色 (shingou no iro) for the light color.

That traffic signal is always congested.

The light turned yellow.
While 交通信号 (koutsuu shingou) is a valid term, it sounds formal and is less common in daily speech. Stick to 信号 (shingou) for most situations.
