転校生 is the general term for a student transferring between schools at the same level (e.g., elementary to elementary). 転入生 emphasizes the act of entering a new school and is often used in formal contexts. 編入生 is specifically for transferring into a higher education institution, often with credit transfer. For international transfers, 帰国子女 is used for Japanese returnees, while 海外からの転校生 is a neutral phrase for any overseas transfer student.
Do not translate 'transfer student' literally as 移動学生 or 転送学生. These are not natural Japanese and will cause confusion.
