employee, member, number, the one in charge
員 centers on a person who belongs to a group or holds a role: an employee, a member, or the one in charge. The 'number' sense comes from counting members of a group.
員 originally depicted a round object, possibly a cauldron or vessel, and later came to represent a person in a group or a member. The modern form combines 口 (mouth) and 貝 (shell), but the historical development is uncertain.
The top 口 looks like an open mouth, and the bottom 貝 is a shell. Imagine a group of employees gathered around a shell, each speaking in turn—every member has a voice.
