帯 centers on something that wraps around or encircles: a sash or belt worn around the body, and by extension a zone or region that stretches around an area.
帯 is the modern simplified form of 帶. The older form combines 巾 (cloth) with a phonetic element, suggesting a cloth belt or sash. The modern top 丗 is a simplification.
The top 丗 looks like a belt wrapped around, the cover 冖 holds it in place, and the cloth 巾 at the bottom shows it is a fabric sash.
For タイ, imagine tying a belt around your waist: tie -> タイ, and the sash is secured.
