Colloquial conjunction used to rephrase, correct, or clarify what one has just said. Often softens a statement or introduces a more honest or precise version. Equivalent to と言うか in more formal speech.

あの店、美味しいっていうか、とにかく安いんだよね。
That restaurant is, I mean, it's just really cheap, you know.
彼は優しいっていうか、むしろ甘すぎると思う。
He's kind, or rather, I think he's too soft.
More formal and standard equivalent; っていうか is the casual, contracted version used in everyday conversation.
Contraction of と言うか (to iu ka), with the quotative と becoming って in casual speech.
