Classical verb meaning 'to result in' or 'to come to a certain conclusion'. In modern Japanese, it is mostly seen in the set phrase 帰するところ (in the end, after all). The modern equivalent is 帰する (きする).

attribute to; blame on
Used to attribute a cause or blame to something. Often appears in the pattern ~に帰す. This usage is also classical and rare in modern speech; ~のせいにする or ~に帰する are more common.
事故の原因を運転手の不注意に帰すのは簡単だ。
It is easy to attribute the cause of the accident to the driver's carelessness.
彼は自分の失敗を他人に帰した。
He blamed others for his own failure.
