Often used for children or someone acting childishly, complaining or being restless in a peevish way.
子供が眠くてぐずっている。
The child is fussing because they're sleepy.
彼は気に入らないことがあるとすぐぐずる。
He starts grumbling right away when something doesn't go his way.
