The Japanese word アニメ only refers to animation (cartoons). It cannot be used to mean 'lively' or 'energetic'. Using it that way will cause confusion.
彼はアニメな人だ。
He is an animated person. (WRONG)
Means lively, vivid, full of life. Often used for expressions, eyes, or performances.
彼の生き生きとした表情が印象的だった。
His animated expression was impressive.
彼女は生き生きと話した。
She spoke in an animated way.
Means lively, bustling, full of activity. Often used for places or gatherings.
パーティーはとてもにぎやかだった。
The party was very animated.
Literally 'full of heat', meaning passionate, fervent. Used for speeches, debates, or performances.

I was moved by his animated speech.
Verb meaning 'to move'. Can describe animated images in a technical sense.

This picture is made to be animated.
Casual abbreviation of アニメーション. Very common in everyday speech, but may sound informal.
