随 centers on moving along with something else: following, obeying, or being subject to a force. The senses of 'though', 'while', and 'notwithstanding' extend this idea to accompanying circumstances, and 'both/all' comes from following along with everything.
随 is the modern simplified form of 隋. The older form combines ⻖ (mound, hill) with a phonetic component that also suggests following or accompanying. The modern right side 迶 is a simplification.
The left side ⻖ suggests a hill or terrain, and the right side 迶 looks like a path with a follower. Picture a path winding along a hillside, always following the contour of the land.
For ズイ, imagine following a path so smoothly that you glide like a 'zooey' breeze: zooey -> ズイ, and you follow the hillside effortlessly.
